how do you paint a grayscale photo so that the colors don’t cover the photo?

Back in high school, I was in a photoshop class and for one of the projects we had to paint over this picture of FDR. The photo was in grayscale and the objective was to paint him in funky colors. I can’t remember the technique to paint over a grayscale image without covering everything up. I want the shadows of the image to show through. Can anyone help me?
